SOCIAL SECURITY OF THE INDIVIDUAL IN UKRAINE IN MODERN CONDITIONS

Abstract

Background. The article considers the problem of ensuring social security of an individual in Ukraine under martial law. The relevance of the study is due to the aggravation of social problems caused by economic and political instability, as well as the consequences of Russian aggression. The purpose of the work is to analyze the current state of ensuring social security at the national level and determine ways to improve it.
Methods. During the study, a set of scientific methods was used: analysis, generalization, comparison, grouping and a systemic approach. The analysis was used to study regulatory legal acts and scientific approaches to defining the concept of "social security". Generalization made it possible to systematize scientific views and form our own definition of social security. Comparison was used to compare the role of state and public institutions in this area. The systemic approach ensured the consideration of social security as a multi-level system of interaction between the state, society and the individual, and grouping allowed to streamline the regulatory framework and identify categories of citizens who need special social protection.
Results. The study found that Ukraine has an extensive system of institutional and legal social security, but there is no official definition of it. The main threats to social security are identified as growing poverty, unemployment, demographic crisis, moral degradation, emigration of qualified personnel, psychological exhaustion of the population, as well as the consequences of war, which deepen social inequality and destabilize society. It was determined that an important role in maintaining social stability is played by public organizations, volunteer initiatives and patronage services, which complement the activities of state structures.
Conclusions. The conclusions indicate that ensuring social security should become one of the key priorities of the state policy of Ukraine. To improve it, it is necessary to: develop a national social security strategy, increase the effectiveness of social policy, bring national standards closer to European standards, streamline the system of social payments and strengthen cooperation between the state and civil society. Ensuring a high level of social security of a person is defined as an important condition for sustainable development and European integration progress of Ukraine.
