Background. The issue of ensuring regional and global security is one of the key challenges of the modern international system. Ukraine, having a strategic geopolitical position at the intersection of the interests of the East and the West, plays an important role in maintaining stability not only in Europe, but also in the world as a whole. In the context of hybrid threats, cybercrime, energy instability and military aggression, the need to form an effective state security policy that will ensure the stability and independence of the country is becoming more urgent.
Methods. The study used a comprehensive approach that combines analytical, historical-legal and comparative methods. The comparative-analytical method was used to assess international security practices and determine Ukraine's place in the regional system. The historical-legal method allowed us to trace the evolution of national security policy and its adaptation to modern challenges. The system-structural approach was used to analyze the relationships between internal and external security factors, and content analysis was used to process official documents, international treaties, strategies, analytical reports and resolutions of international organizations. The applied set of methods made it possible to generalize scientific approaches and form a holistic picture of Ukraine's role in the global security system.
Results. The modern security system is multi-level, and Ukraine's participation in international institutions ensures not only national defense, but also strengthens collective security in Europe. Ukraine actively cooperates with the UN, NATO, the European Union and the OSCE, participates in peacekeeping missions, and forms a policy of cyber and energy security. It has been determined that the key factors in strengthening the security potential are integration into Euro-Atlantic structures, modernization of the defense sector, strengthening strategic communications and development of the defense-industrial complex. The analysis results show that the formation of a stable security system of Ukraine requires synchronization of domestic policy with international standards, as well as the development of partnership relations within the framework of global initiatives - in particular in the field of cyber defense, energy independence and information security. Ukraine has the potential to become an active subject of international security, and not just its object.
Conclusions. Ukraine is an integral part of the modern system of regional and global security. Its strategic role is to ensure stability on the eastern flank of Europe, strengthen European and Euro-Atlantic structures, and develop a system of collective response to threats. To further increase the effectiveness of the state's security policy, it is necessary to ensure the coherence of actions at the international and national levels, strengthen cyber and energy security, and optimize diplomatic interaction with partners. Ukraine is gradually establishing itself as an important factor in international stability, contributing to the construction of a new security architecture in Europe and the world.
