Abstract

B a c k g r o u n d . Amid the current military aggression and temporary loss of part of Ukraine's territory, the issue of national resilience has become critically important. Conceptualizing this phenomenon lays the foundation for the state's ability to maintain sovereignty, territorial integrity,
and effectively counter both traditional and hybrid threats. Ensuring the stable functioning of key state institutions during crises requires a comprehensive approach that integrates political, economic, defense, and socio-cultural dimensions. The aim of this article is to systematically
analyze the conceptual foundations and components of Ukraine's national resilience and to outline the priority functions and principles for organizing mechanisms that ensure resilience in the context of contemporary challenges.
M e t h o d s . To achieve this aim, an interdisciplinary approach was employed, utilizing the following methods: analysis of scientific literature to study theoretical foundations of resilience and national resilience concepts; formal-legal method applied to examine normative legal acts and
strategic documents; content analysis of official Ukrainian and international political documents; system-structural method for identifying key resilience components; and inductive-deductive approach to forming generalized conclusions.
R e s u l t s . The findings confirm the importance of a comprehensive approach to strengthening Ukraine's national resilience amid hybrid warfare.
Differentiating resilience and national resilience concepts allows for more effective planning of management measures by combining adaptability with
guaranteed uninterrupted functioning of critical systems, which is essential to counter multifaceted threats. The Ukrainian context demands increased
innovation, management flexibility, transparency, and partnership among state bodies, civil society, and international organizations. The systemic interaction of political, defense, economic, and social components forms the foundation for long-term development and security.
C o n c l u s i o n s . Ukraine's national resilience represents a multi-component, dynamic system capable of effectively responding to both traditional and emerging challenges. The core components (institutional, political, defense, economic, and socio-cultural capacities) interact to support the state's sovereignty and territorial integrity. The system's defined functions: ensuring continuity of governance, stability of social services, and defense support, constitute the basis of modern political strategy. The effectiveness of this system depends on adherence to the principles of
comprehensiveness, transparency, adaptability, and innovation, as well as active international integration.
