Abstract

B a c k g r o u n d . In the context of large-scale Russian military aggression, the Ukrainian state is becoming aware of the need to strengthen the state's capabilities in countering modern threats and dangers based on the formation of mechanisms for ensuring the stability of the state. The key priorities for implementing state policy in this area should be the formation of new systems adapted to the constant action of negative factors in
order to ensure the national security of Ukraine. The goal. The aim is to study the legal aspects of managing the national stability of Ukraine. The object of the study is the management of the national stability of Ukraine and its legal aspects.
M e t h o d s . The research methods are modern general and special methods of scientific knowledge, including: analysis - for processing scientific and regulatory sources; inductive and deductive - for analyzing and generalizing information on the topic of the study; forecasting and synthesis - for formulating conclusions and recommendations based on the results of the study.
R e s u l t s . The author reviewed the latest scientific and analytical works devoted to the issues of ensuring national stability. The issues that constitute the main issues of ensuring national stability and the ways that are proposed for their solution are noted. At the same time, the author of the article states that the analysis of research and publications of domestic scientists dedicated to ensuring national stability allows us to conclude
that the legal principles of its provision have not been studied in detail by them. Further, consistently, on the basis of the analysis of regulatory legal acts that regulate the provision of national stability, the researcher proposes to fix at the legislative level the definition of the concept of "national stability", by which we propose to understand the strategy of the existence of the state and society, based on the ability to maintain balanced development and adequately respond to external and internal challenges, to resist threats and crises of any origin and nature, to quickly adapt to changes in the security environment and to recover from crisis situations.
C o n c l u s i o n s . The conducted research allowed us to reach the following conclusions: the analysis of the works of domestic scientists and regulatory legal acts allowed us to identify the main areas of research on the problems of ensuring national stability and to establish that among scientists and lawmakers there is no single understanding of the interpretation of the content of the concept of "national stability". It was established
that national stability, unlike national security, is a broader concept. And the analysis of regulatory legal acts allowed us to conclude that for proper legal support for the management of national stability, domestic legislation should determine the organizational mechanism of the system of ensuring national stability, the distribution of responsibility, coordination of relevant activities, strategic planning, etc. It is worth noting that the study of
European experience on the issues raised is promising for further research.
